Gary Waits brings nearly 20 years of experience in the transportation industry and has held many leadership positions within multiple transportation organizations. He joined National Express in 2010 and previously was the divisional CEO of National Express Transit Corporation, COO of our East area of operations, and most recently CFO and treasurer. Prior to joining our team, Gary was the chief financial officer for First Student and then the vice president of finance for North America for First Group.

Chief Executive Officer, Transit/EVP, Commercial Development
Judith Crawford is the CEO of National Express Transit Corporation (NEXT) and the EVP of commercial development for NELLC. She is responsible for the transit operations across the US, and the commercial development sector for the whole business. Prior to that Judith and the CFO for NELLC. Judith brings more than 10 years of financial management and operational experience. She has overseen many strategic and operational projects within NELLC. Before beginning her career with NELLC, Judith worked for KPMG in the United Kingdom.

Chief Financial Officer and Treasurer
Alejandro Castro brings more than 25 years’ experience, serving most recently as managing director of North America for Ceva Logistics. Prior to that, he served as the CFO, Americas for Ceva. His extensive expertise includes various roles with progressing responsibility in finance with Olam, ConAgra Foods and PwC. Alejandro is a certified public accountant and received his MBA from Instituto Tecnolόgico Autόnomo de México.

Dorothy Capers
Senior Vice President of Legal and General Counsel
Dorothy Capers is a corporate attorney and legal business partner with more than 28 years of extensive in-house, government and private law firm experience, primarily in the areas of litigation and litigation management. She joined NELLC in 2015 and recently comes from US Foods, where she served for six years as associate general counsel and led the litigation and bankruptcy team for more than 70 locations in 39 states. Most recently, Dorothy helped guide US Foods through its $8.2 billion proposed merger with Sysco. Prior to US Foods, she has held positions at the City of Chicago Department of Law, the Cook County State’s Attorney’s Office and Metra Railroad. Dorothy previously served as President of the Black Women Lawyer’s Association of Greater Chicago and is currently on the Board of Directors at the Illinois Equal Justice Foundation. She holds a J.D. from Howard University School of Law and a B.A. in Speech Communication and History from the University of Illinois, Urbana-Champaign.

With over 26 years of successful leadership in the transportation industry, Bob Ramsdell has developed broad expertise in the areas of operations, safety and human resources. Since joining the company in 1997, Bob has provided consistent leadership in the company’s safety, operations, human resources, labor relations and recruiting functions. His long oversight of safety and driver recruiting has established a lasting culture of hiring and training the safest drivers in the industry. Returning to once again lead our safety program after overseeing our central area operations for six years, Bob brings a wide breadth and depth of experience to help ensure we get children to and from school safely each day.  Prior to joining NELLC, Bob served as the director of safety and training for DAVE Transportation, a provider of contracted public transit services to cities, counties and agencies in 16 states. Bob holds a master of business administration degree from DePaul University and a bachelor’s degree in English from California State University, Fullerton. He received the National School Transportation Association’s prestigious Golden Merit Award in 2002.

John Finn
Senior Vice President, Maintenance
John Finn brings more than 20 years of experience to the maintenance team, having managed fleet operations of up to 50K buses and over 450 maintenance facilities in both the US and Canada. He recently joined NELLC after having spent more than 37 years in the transportation industry. John has a reputation for his proactive focus on LEAN, Blue Seal and ASE Technician programs and parts reclamation programs. John earned his degree in Business Administration and Management from Merrimack College; he is a Master ASE Certified Technician, holds certifications in OSHA and Safety Leadership, and is currently a member of both NAFA and the School Bus Fleet.

Senior Vice President, Human Resources
Mike Goddard provides the strategic direction for human resource programs, policies and procedures - encompassing benefits, training, human resource information services, performance management and human resource generalist activities. Mike has more than 10 years of global HR experience, as well as previously holding senior executive roles in transport operations. Mike has been supporting HR at the organization since 2011 alongside his role as group HR director for the parent company, National Express Group. He began his current position as SVP of human resources in 2014.

Senior Vice President, Communications and External Affairs
Carina Noble has been with the organization since 2001 and has held varying roles across the organization from transportation planning to transit and now student transportation. In her current role, she has oversight for strategic communications, market development activities as well as charter sales growth. In 2011, Carina was awarded the National Student Transportation Association’s Golden Merit Award, which recognizes excellence in service, safety, and community responsibility.

Senior Vice President, Customer Operations
John Elliott, Jr. joined NELLC in 2015 in an executive leadership role, overseeing our company’s safety programs such as field safety support, safety training, safety analytics and safety audit. In March 2017, John took on the role as our senior vice president of business development assisting with acquisitions and leading our sales efforts for both school bus and transit. Throughout his 26-year career, John has held numerous leadership roles in the petrochemical industry. Before joining the organization, he was at Chevron Phillips Chemical Company, where he spent the majority of his tenure overseeing global/domestic sales and marketing of key product lines where he acquired considerable management, purchasing and commercial experience.

Senior Vice President, Business Development
Charlie Bruce rejoined National Express in 2019 as the senior vice president of business development. He is currently responsible for growing the school bus business at the organization. He has extensive experience gained while working for two Fortune 500 companies and with over 300 districts regarding their student transportation needs. In his previous capacity, he was the founder and senior partner of the Transportation Advisory Group, which has provided consulting services to the yellow bus industry for both the private and public sectors. In addition, Charlie was named President of the Bus Parts Warehouse located in Syracuse, New York, where his business acumen resulted in an achievement of nearly 20% in year-over -year growth. He is currently a member of the board of directors for Gatekeeper Systems, Inc., a leading provider of high-resolution video security and safety systems for mobile applications.
